I will be testing a new TK program tonight. If I can get this working, we will no longer have the Skunk function that is offered in Csbot.
This plugin attempts to make running a server with FF a slightly smaller headache for admins.

SHORT VERSION *

1 - Temp or Perm ban for (1-3) unforgiven TKs per map
2 - Person who is TKed can forgive (forgive or slap), or punish (bury,
kill, special, kick, or ban). special, kick, and ban are all
optional, and special can run any admin_ command, configurable below.
3 - Automatically Temp or Perm ban someone who TKs in a configurable
amount of time from the start of the round
4 - Slaps a teammate who is shooting you every (n) times they shoot you
by (x) hp damage. Additional penalties for doing team damage (TD)
at the beginning of the round
